FSSAI or FDA - who actually enforces food safety in India?

Who enforces food safety in India: FSSAI or the FDA?

Both - they are two layers of one system. FSSAI is the national regulator: it issues the licence every food business displays, writes the regulations and the audit checklists. Enforcement on the ground is run by state food safety departments - Maharashtra's is called the FDA, Karnataka's is the Food Safety Wing - carrying out the FSS Act 2006 and FSSAI's framework. So a "Maharashtra FDA raid" is enforcement of FSSAI rules: one national rulebook, state enforcers with different names.
